William Cummin, a migrant from Ireland, together with his wife and three young children was without any income and dependant upon parish relief (a form of welfare benefit). As he was born in Ireland and had no means of support, the law at the time required that he should be deported back to Ireland. William Cummin refused and so the relief was stopped.
