* Pedlar's Certificate 
 
The lascar seamen, a number of whom had been in England for several years, travelled around the country selling tapestries, ties and other goods at licensed premises, road houses and cafes. They were issued with pedlar's certificates, which they obtained in different parts of the country.

The pedlar's certificate was issued by the Commissioner of Police of the Metropolis and was valid for one year from the date of issue and was renewable.

The National Archives reference *(PRO) MEPO2/5064 includes correspondence relating to:

  • Lascar deserters of 1937
  • Warrants for arrest of Indian Seamen in 1938
  • A list of British Indians who were in possession of pedlar certificates issued in Reading between 1930 and 1933.

A list of pedlar's certificates, granted to Indians in 1932-33 who were residing at 138 High Street, Poplar and 28 London Street, Reading at a common lodging house is in National Archives reference (PRO) HO45/15000.
