In the north of England, Pakistanis bought old houses, often in slum areas, and let them out to newcomers. This provoked allegations of overcrowding from Bradford City Council. However, a similar report by West Bromwich Council attributed lack of cleanliness to 'the absence of women', resulting in the lack of regular and frequent cleaning ... just as it would do with the British in similar circumstances.
